The Overlord Deck is the stack of cards that the Overlord player may draw Overlord cards from into his hand. The deck starts out with a base set of 15 cards, whether the game involves running a full campaign or just a single quest. The Overlord player may spend XP to add more cards to the deck. When the Overlord player has drawn the final card from the deck, any cards in the discard pile are re-shuffled to create a new deck.
