Black Arrow is a 3 experience cost skill used by the Wildlander class. It lets you use an action to perfom an attack with a bow. That attack gains 2 extra range. As long as you don't roll an "X" on the blue attack dice it lets you do a mininum of 3 
on the attack.
The 3 is after defense dice are subtracted. If you would do more than 3 then you do that much damage instead.
