You may not like this answer, but it is what it is.

The Ability inflicts a condition.

The condition's rules are on the condition card. The Ability rules are on the monster card.

Neither the Monster card or the Condition card make any statement in regards to the monster having to stay in one place.

Since it doesn't say it has to stay in one place, then it doesn't.

If a rule doesn't exist, it doesn't exist, which is different from a rule existing and then an effect changing/ignoring that rule.
