Since Howl is an action, all heroes within 3 spaces of the monster performing the action Howl have to test .

Multiple monsters with this ability can perform it one after another, and for each monster the heroes within range will have to test again.

However the action of one monster does not lead to the heroes having to test for each monster in range.
